The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Private First Class Donald R. Finn, United States Army, for heroism at the risk of life not involving conflict with an armed enemy as a member of Headquarters Troup, 3d Reconnaissance Squadron, 11th Armored Cavalry, at Regensburg, Germany, on 28 May 1960. Private Finn as walking along the bank of the Danube River when his attention was attracted by a small German boy, approximately 3 years old, who had fallen from a steep embankment into the swiftly flowing river. The boy floundered helplessly in the deep water, and was being carried downstream by the fast-moving current. Without hesitation or regard for his own personal safety, Private Finn jumped fully clad from the six-foot embankment into the water below. Fighting against the strong current and treacherous undertow, he managed to pull the drowning child to shallow water where, with the help of bystanders, he was able to lift the boy up steep embankment and return him to the arms of his mother. Private Finn’s courageous and unselfish action in this emergency undoubtedly save the child’s life, and reflects the utmost credit upon himself and the military service. (This award supersedes so much of General Orders Number 51, Headquarters VII Corps, dated 30 July 1960, as it pertains to the previous award of the Army Commendation Medal to Private Finn for meritorious achievement on 28 May 1960.)
