The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Adjutant General’s Department) Rodney C. Welsh (ASN: 0-914091), United States Army, for gallantry in action while serving with the 1st European Civil Affairs Regiment, attached to the 30th Infantry Division, in action against the enemy from 23 December 1944 to 27 December 1944, in Belgium. Although painfully wounded, Captain Welsh refused evacuation and continued working under constant enemy shelling and frequent enemy aerial attacks to care for seriously wounded civilians and soldiers. He labored with his men evacuating trapped victims from bomb shattered and flaming buildings. Captain Welsh’s conspicuous gallantry and devotion to duty were a continual inspiration to his men and were in keeping with the highest traditions of military service, reflecting great credit upon himself and the United States Army.
