    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Technician Fifth Grade Joseph A. Rowe (ASN: 33293915), United States Army, for gallantry in action against the enemy while serving with the 2d Infantry Division during World War II. After Technician Rowe’s unit was forced to withdraw in the face of heavy enemy fire, he observed a number of casualties remained in the exposed forward area. Technician Rowe, with complete disregard for his own safety, returned and administered first aid to them until he was killed by rifle fire. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Army.
