The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry) James Clifford Kern, United States Army, for gallantry in action on 19 February 1967 while serving as Senior Advisor to the 7th Airborne Battalion, Army of the Republic of Vietnam. On this date, the 7th Battalion came under fire by a North Vietnamese force of four battalions in a pre-dawn attack. The enemy knew the exact position of the friendly battalion and attacked from three sides. With complete disregard for his personal safety, Captain Kern, while continuously exposed to automatic weapons and mortar fire, traversed the battle area, making estimates of the situation, advising the Vietnamese commanders on the defense of the perimeter, and directing artillery fires on the repeated waves of attackers. When his Assistant Advisor was wounded, Captain Kern moved to the wounded man’s position and assumed his responsibilities as well. Throughout the day-long encounter, Captain Kern’s outstanding display of personal bravery, sound decision making, daring tactical exploits, and superb employment of supporting weaponry enabled the beleaguered unit to maintain its tenuous position despite repeated onslaughts by a strong and determined enemy. As a direct result of his intrepid actions and professional competence, the 7th Battalion achieved a major victory over the North Vietnamese Army forces. Captain Kern’s conspicuous gallantry in action is in keeping with the highest traditions of the military service and reflect great credit upon himself and the military service.
