    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Silver Star to Lieutenant Colonel (Infantry) Lloyd B. Ramsey (ASN: 0-23553), United States Army, for gallantry in action while serving as Commanding Officer of the 3d Battalion, 7th Infantry Regiment, 3d Infantry Division, in action against the enemy in France. At 0600 hours, on 25 January 1945, when one of his assault companies was blinded by a heavy smoke screen during an attack on Houssen, France, Lieutenant Colonel Ramsey dashed forward 500 yards through shell fire, reorganized the confused lead elements and inspired the men to renew the attack. Despite intensive artillery, mortar, and machine gun fire, he led a second company into the town through heavy sniper opposition, killed a German grenadier with pistol fire at 20 yards and displaced others. His intrepid leadership carried the battalion through a deadly impact area and enabled it to seize its objective. The bravery, aggressive determination, and exemplary leadership exhibited by Lieutenant Colonel Ramsey reflect great credit upon himself and upheld the highest traditions of the United States Armed Forces.
