The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Second Lieutenant (Field Artillery) Donald James Quigg (ASN: 0-1176168), United States Army, for gallantry in action while serving with the 27th Infantry Division at Saipan, Mariana Islands, on 27 June 1944. While advancing near the front as an artillery forward observer, he met a number of men of another unit coming from the direction of the front. These men he stopped and questioned as to their reason for movement toward the rear. Although being assured that the movement had been ordered, he stopped the same and went forward to confer with the commander. This conference established that the movement was unauthorized. Lieutenant Quigg then advanced under fire to the objective with the command and as a leader thereof. By positive action, he clarified a confused situation and contributed greatly to the success of an organization, the responsibility for which he was not charged.
