    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Technical Sergeant William W. Proctor (ASN: 31349806), United States Army, for gallantry in action while serving with Company C, 1st Battalion, 15th Infantry Regiment, 3d Infantry Division, in action against the enemy in France. On 27 March 1945, at 0600 hours, when bitter enemy machine gun and small arms fire from a range of 125 yards temporarily halted his platoon’s assault on Fortschwihr, France, Technical Sergeant Proctor boldly moved about this fire-swept terrain, rallied his men and led them forward in an attack. When he observed a hostile machine gun squad attempting to displace their weapon during the heavy fighting, Technical Sergeant Proctor engaged the Germans with shots form his M-1 rifle and succeeded in killing the two enemy soldiers and forcing a third German to flee. The gallant actions and dedicated devotion to duty demonstrated by Technical Sergeant Proctor, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
