    The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class Raymond W. Popp (ASN: 31229448), United States Army, for gallantry in action while serving with Company E, 28th Infantry Regiment, 8th Infantry Division, in actin against the enemy on 12 July 1944, in the vicinity of *****, Normandy, France. Private First Class Popp, with disregard for his own personal safety, entered a hotly contested village to lend assistance to a comrade who was pinned down by enemy fire. In spite of the heavy enemy fire and although wounded in this action, he successfully effected the evacuation of his wounded friend. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself, his unit, and the United States Army.
