The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Captain (Infantry) Joseph James Loughlin, United States Army, for extraordinary heroism in action while serving with 322d Infantry Regiment, 81st Division, American Expeditionary Forces, near Moranville, France, 9 November 1918. At the sacrifice of his own life Captain Loughlin went forward through heavy machine-gun fire to locate a nest of machine-guns which was holding up the advance of the regiment. He located the machine-guns so that the one-pounders could silence them, but was killed by the enemy machine-gun fire.
