The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Major (Field Artillery) Raymond Weir Millican (ASN: 0-23000), United States Army, for gallantry in action as S-3 (Operations Officer) of the 118th Field Artillery Battalion, 30th Infantry Division, in action against the enemy at the Siegfried Line in Germany, on 6 October 1944. Major Millican was serving as a Staff Officer with a field artillery battalion engaged in giving supporting fire to an Infantry attacking force. A vehicle ran over an enemy mine in a road near Major Millican’s command post, and the occupant were wounded. Although hostile, observed fire was falling in the immediate vicinity, Major Millican left the safety of a pillbox in which the command post was located and made four trips under fire, through the mine-infested area, to bring in the wounded. As a result of his courageous action he made a valuable contribution in the saving of the lives of three of his comrades by enabling them to receive immediate medical evacuation. The gallant actions and dedicated devotion to duty demonstrated by Major Millican, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
