The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Technician Fourth Grade Howard W. Marshall (ASN: 36059372), United States Army, for gallantry in action while serving with the 311th Field Artillery Battalion, 79th Infantry Division, in action against the enemy on 7 July 1944 in France. Without regard for his own personal safety, and while under heavy enemy artillery fire, Technician Fourth Grade Marshall went to the aid of several wounded infantrymen and assisted in their removal to a safe position. In performing this mission he was wounded by shell fragments, but continued at his task until the wounded were all evacuated. For his gallant service and his zealous devotion to duty, Technician Fourth Grade Marshall reflects highest credit on himself and the Armed Forces of the United States.
