The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Infantry), [then Second Lieutenant] Jay Manley (ASN: 0-1297559), United States Army, for gallantry in action while serving with the 117th Infantry Regiment, 30th Infantry Division, in action against the enemy on 2 October 1944, in Germany. When his company had been pinned down by enemy fire during an assault upon a sector of the Siegfried Line, First Lieutenant Manley risked his life to move forward despite the enemy fire and reorganize a platoon which had become demoralized when their leader had been wounded. After he had reorganized the platoon, he directed the fire of mortars supporting it until the enemy opposition had been partially checked and then he valiantly led two platoons in the assault, during which six enemy pillboxes were captured. The gallant actions and dedicated devotion to duty demonstrated by First Lieutenant Manley, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
