The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star (Posthumously) to First Lieutenant (Infantry) James L. Helms (ASN: 0-1312764), United States Army, for gallantry in action while serving with the 119th Infantry Regiment, 30th Infantry Division, in action against the enemy on 25 March 1945, in Germany. Despite pointblank artillery fire directed against his observation post in a chateau, First Lieutenant Helms courageously remained in his exposed position and directed artillery fire against a large enemy force which was preparing to launch a counterattack. His gallant action was responsible for frustrating the counterattack and forcing the enemy to withdraw. The gallant actions and dedicated devotion to duty demonstrated by First Lieutenant Helms, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
