The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Field Artillery) Herbert L. Franklin (ASN: 0-1173952), United States Army, for gallantry in action while serving with Battery A, 107th Field Artillery Battalion, 28th Infantry Division, in action against the enemy in Luxembourg on 17 December 1944. Captain Franklin’s Battalion was attacked by strong enemy patrols of approximately 200 Germans, making his gun position untenable. Captain Franklin quickly surveying the situation, immediately disposed his troops and weapons to defend his position, and prevent the loss of material and personnel. During the bitter engagement he bravely moved among his men, directing their fire and determining the status of available ammunition. During the time the Battery Executive was adjusting fire of Battery B on the attacking Germans, Captain Franklin continually exposed himself to enemy fire in locating and indicating their targets. When one of his ammunition trucks was struck by enemy artillery, Captain Franklin personally went to the site and supervised the extinguishing of the fire. Through his courage, self confidence, and splendid exhibition of leadership, Captain Franklin so inspired the members of his command that they stubbornly defended their positions against the forceful enemy attack until reinforcements arrived. By his gallant action and daring combat skill Captain Franklin reflected great credit upon himself and the Armed Forces of the United States.
