The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Sergeant [then Corporal] James B. Fowler, United States Army, for gallantry in action while serving with the 120th Infantry Regiment, 30th Infantry Division, in action against the enemy in on 21 December 1944, in Belgium. When one of his comrades was wounded in an exposed position near the crest of a hill on the crest of a hill on which heavy enemy fire was falling, Sergeant Fowler risked his life in a heroic attempt to rescue the wounded man. To reach him it was necessary to advance toward enemy lines in the face of deadly fire. Knowing the great risk involved, Sergeant Fowler nevertheless voluntarily started toward his comrade. Before reaching the wounded man, he was himself seriously wounded. The gallant actions and dedicated devotion to duty demonstrated by Sergeant Fowler, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
