The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Colonel (Infantry) Philip Roy Dwyer (ASN: 0-15121), United States Army, for gallantry in action while serving as Commanding Officer of the 1st Battalion, 116th Infantry Regiment, 29th Infantry Division, in support of the 30th Infantry Division, in action against the enemy from 16 October 1944 to 20 October 1944, in Germany. During this period Colonel Dwyer displayed exceptional gallantry while his regiment was engaged in a determined attack against the enemy. Disregarding the personal hazards involved, and though subjected to heavy enemy artillery and mortar fire, he continually kept abreast of every phase of the action, coordinating the attacks of his units and personally supervising their execution. Throughout this period his coolness under fire and his courageous determination to continually exert pressure on the enemy inspired his troops to their maximum efforts. The personal bravery and superior leadership displayed by Colonel Dwyer were a profound inspiration to his men and were in keeping with the highest traditions of the military service and reflect great credit upon himself and the United States Armed Forces.
