The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Major (Infantry) Louis J. Dughi (ASN: 0-1303890), United States Army, for gallantry in action while serving with Headquarters, 3d Battalion, 28th Infantry Regiment, 8th Infantry Division, in action against the enemy on 14 April 1945 in the vicinity of Schwelm, Germany. A severe enemy mortar and artillery barrage caused numerous casualties, including the commander of the 3d Battalion. Major Dughi immediately reorganized the battalion and while under enemy small arms, mortar, and artillery fire, visited each company instilling confidence in his men for the ensuing attach which he personally led. Throughout the entire engagement, Major Dughi exposed himself to rally his men and lead them to the successful completion of their mission. His great courage and superb leadership reflect great credit upon himself and uphold the highest traditions of the Military Service of the United States.
