The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Lieutenant Colonel (Infantry) Thomas S. Dallas (ASN: 0-333507), United States Army, for gallantry in action while serving as Commanding Officer of 1st Battalion, 116th Infantry Regiment, 29th Infantry Division, in support of the 30th Infantry Division, in action against the enemy during the period 16 October 1944 to 20 October 1944, in Germany. During this period Lieutenant Colonel Dallas led his battalion with outstanding gallantry against a determined enemy. Disregarding heavy enemy mortar and artillery fire, he aggressively maintained the impetus of the attack. Whenever an attack threatened to lose its momentum, Lieutenant Colonel Dallas, through his courageous actions, kept the pressure on the enemy, urging and encouraging his men forward, displaying gallantry and leadership which inspired his men tot heir maximum efforts. The actions of Lieutenant Colonel Dallas throughout this period wee characterized by a degree of bravery and leadership which reflect great credit upon himself and upheld the highest traditions of the United States Armed Forces.
