The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pride in presenting the Distinguished Service Cross (Posthumously) to Private Walter I. Foster (ASN: 1866552), United States Army, for extraordinary heroism in action while serving with Company D, 119th Infantry Regiment, 30th Division, American Expeditionary Forces, near Bellicourt, France, 29 September 1918. Acting as a runner, Private Foster carried frequent messages between his platoon leader and company commander, exposed at all times to heavy enemy fire of artillery and machine guns. While performing this meritorious work he was killed by machine-gun fire.
