The President of the United States of America, authorized by Act of Congress, July 9, 1918, takes pleasure in presenting the Distinguished Service Cross to Wagoner Patrick C. Donnelly (ASN: 158042), United States Army, for extraordinary heroism in action while serving with Company B, 6th Engineers, 3d Division, American Expeditionary Forces, near Hamel, Belgium, 28 March 1918. Wagoner Donnelly placed himself in a most exposed position, under direct observation of the enemy, to cover the attempted rescue of a wounded comrade, maintaining his position until the party returned.

    By direction of the President, under the provisions of the act of Congress approved July 9, 1918 (Bul. No. 43, W.D., 1918), Wagoner Patrick C. Donnelly (ASN: 158042), United States Army, is cited by the Commanding General, 3d Division, American Expeditionary Forces, and a silver star may be placed upon the ribbon of the World War I Victory Medals awarded him. While serving with Company B, 6th Engineer Regiment, 3d Division, American Expeditionary Forces, northwest of Boise de Vaire, near Hamel, Somme, France, on 28 March 1918, Wagoner Donnelly fearlessly and with most distinguished bravery, above and beyond all call of duty, placed himself under direct observation of the enemy, and within rifle fire, to cover the attempted rescue of Sergeant E. Gray Swingle, Company B, 6th Engineers, who had been wounded. Wagoner Donnelly fearlessly maintained his position until the rescue party returned.
