The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Second Lieutenant (Infantry) Thomas E. Dowling (ASN: 0-2006338), United States Army, for gallantry in action while serving with Company G, 2d Battalion, 242d Infantry Regiment, 42d Infantry Division, in action on 27 February 1945 near Wingen, France. When his first scout became confused, Lieutenant Dowling, leading a combat patrol in the Hardt Mountains, guided his men safely across a friendly mine field. Despite heavy enemy small arms and mortar fire, the patrol completed its mission and began its withdrawal with Lieutenant Dowling remaining behind to make certain that all the men got back safely. When a wounded man had to be carried back Lieutenant Dowling gave his own carbine to another man and assisted the wounded man to the top of a hill where he administered first aid. Upon learning that another soldier was severely wounded near the enemy positions, Lieutenant Dowling again went back unarmed and carried the man to safety, saving him from possible death or capture.
