The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Major (Field Artillery) Percy H. Carter (ASN: 0-383517), United States Army, for heroism not involving actual conflict with the enemy while serving with Headquarters, 402d Field Artillery Battalion, 42d Infantry Division, on 13 May 1945 near Mittersill, Austria. When an ammunition truck and caisson were set on fire by an explosion in the caisson, Major Carter immediately returned to the scene of the accident from the head of the convoy. After ascertaining whether or not anyone had been injured, he established road blocks and had the area cleared of soldiers and civilians. With complete disregard for his own safety, he then boldly assisted in unhitching the caisson in the face of continuous explosions from hand grenades and other ammunition in order that the truck could be removed and the blazing ammunition boxes jettisoned. Major Carter’s outstanding courage and determination and his intelligent leadership saved both truck and cargo and averted a major catastrophe.
