Richard Myers graduated from Kansas State University and was commissioned through the Reserve Officer Training Corps. During the Vietnam War he flew combat missions earning two Distinguished Flying Crosses, among other awards. He served as the 5th Vice Chairman of the Joint Chiefs of Staff from 2000 to 2001, and was appointed 15th Chairman of the Joint Chiefs of Staff, serving from October 2001 to September 2005 and retiring in 2005 as a U.S. Air Force 4-Star General.

    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross to Captain Richard Bowman Myers, United States Air Force, for extraordinary achievement while participating in aerial flight as an F-4D Aircraft Commander, 13th Tactical Fighter Squadron, Udorn Royal Thai Air Force Base, Thailand on 11 June 1970. On that date, Captain Myers led a flight of two F-4D fighter-bombers against a heavily defended transshipment point located on a vital line of communication in Southeast Asia. Despite hazardous terrain, deteriorating weather and accurate hostile antiaircraft artillery fire Captain Myers repeatedly attacked the target inflicting numerous secondary fires and explosions. The professional competence, aerial skill and devotion to duty displayed by Captain Myers reflect great credit upon himself and the United States Air Force.
