The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Private First Class Jack James Witwer (ASN: RA-16309134), United States Army, for gallantry in action while serving with Headquarters Battery, 13th Field Artillery Battalion, 24th Infantry Division, in action against the enemy near the Kum River, on 16 July 1950. When numerically superior enemy infantry forces successfully infiltrated to the rear of the battalion to which he was attached, and set up roadblocks along the route of intended withdrawal, he joined a squad and in fierce hand-to-hand combat assisted in successfully reducing the first roadblock. They then withdrew along the escape road until they encountered another block. Here he assisted in burning and destroying friendly vehicles which had to be abandoned, aided the wounded, and attempted to destroy the roadblock. Action even more intense than in the first encounter ensued and when last seen, he was valiantly fighting in the midst of fanatic enemy troops. The gallant actions and dedicated devotion to duty demonstrated by Private First Class Witwer, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army Artillery.
