The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Corporal [then Private First Class] Billy Winchester (ASN: US-53061944), United States Army, for gallantry in action as a member of Company F, 23d Infantry Regiment, 2d Infantry Division, in action against the enemy on 23 September 1951 in the vicinity of Satae-ri, Korea. On that date Corporal Winchester was with a unit which had the mission to attack and secure a well-fortified enemy-held hill. During the ensuing action several of his comrades were wounded by hostile fire and Corporal Winchester was left alone well within the enemy perimeter. Realizing the precarious position he was in, he attempted to inflict as many casualties on the enemy as possible in order to save his own life. His accurate and effective fire completely surprised the hostile forces and they withdrew from their positions. Although greatly outnumbered, Corporal Winchester unhesitatingly pursued the retreating hostile forces inflicting numerous casualties upon them. His dauntless courage and dogged determination were highly responsible for the success of his unit’s mission. The gallantry in action displayed by Corporal Winchester reflects great credit upon himself and the military service.
