The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class Roy A. Webb (ASN: 36413944), United States Army, for gallantry in action while serving with the 129th Infantry Regiment, 37th Infantry Division, in action against the enemy at Bougainville, Solomon Islands, on 14 March 1944. Private First Class Webb killed six Japanese and silenced two machine guns. Although he occupied a pillbox when the American tank-led counterattack started against enemy-held positions, he unhesitatingly left the comparative safety of his fortified point to gain more advantageous ground from which to harass the enemy infantry. Disregarding his own safety, Private First Class Webb maneuvered to a spot only a few yards form the enemy, where he went into action. The gallant actions and dedicated devotion to duty demonstrated by Private First Class Webb, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
