The President of the United States of America takes pleasure in presenting the Legion of Merit (Navy Award) to Lieutenant Colonel David H. Berger (ASN: 0-276465), United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Assistant G-4 on the staff of the Commanding General, V Amphibious Corps, the Commanding General, Expeditionary Troops, for the Marianas Campaign, and the Commanding General, Fleet Marine Force, Pacific, covering the period 19 January 1944 to 25 June 1945. While on the staff of the Commanding General, V Amphibious Corps, Lieutenant Colonel Berger assisted in the later phases of logistical support planning for the Marshall Islands operations. Upon completion of that operation, he assisted in coordinating the logistical planning incident to the successful logistical support of the landing forces which captured Saipan, Tinian and Guam Islands. As Officer-in-Charge of the Planning Division of the G-4 Section of the Commanding General, Fleet Marine Force, Pacific, staff, he coordinated logistical plans for the Iwo Jima operation and his Marine Corps participation in the Okinawa campaign. Throughout this period of service, Lieutenant Colonel Berger showed remarkably keen foresight and a thorough knowledge of logistical problems. These characteristics, together with his tenacity of purpose and unswerving devotion to duty, contributed in a high degree to the successful functioning of the G-4 sections of the Marine Corps commands upon which he has served. His outstanding service and conduct throughout were in keeping with the highest traditions of the United States Military Service.
