The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel Richard Anthony Turner, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 1 October 1994 to 30 September 2004, while serving in positions of increasing responsibility, culminating a distinguished 21 year military career as Deputy Chief of Staff, United States Army Infantry Center, Fort Benning, Georgia. Lieutenant Colonel Turner continually exhibited outstanding leadership, ingenuity, initiative, and a sincere concern for the welfare of Soldiers, their families, and Army civilian employees. Lieutenant Colonel Turner’s enduring contributions and exemplary service reflect great credit upon him, the Infantry Center, and the United States Army.

    (Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to Captain (Armor) Richard Anthony Turner, United States Army, for conspicuous gallantry and intrepidity in action while engaged in military operations involving conflict with an armed hostile force in the Persian Gulf. Captain Turner distinguished himself by exceptionally valorous actions while serving as Commanding Officer of Company C, 3d Battalion, 5th Cavalry Regiment, 3d Armored Division, in action against an armed enemy in support of Operation DESERT STORM in 1991. The gallant actions and dedicated devotion to duty demonstrated by Captain (Armor) Turner, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
