The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Lieutenant Colonel Richard Anthony Turner, United States Army, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States from 1 October 1994 to 30 September 2004, while serving in positions of increasing responsibility, culminating a distinguished 21 year military career as Deputy Chief of Staff, United States Army Infantry Center, Fort Benning, Georgia. Lieutenant Colonel Turner continually exhibited outstanding leadership, ingenuity, initiative, and a sincere concern for the welfare of Soldiers, their families, and Army civilian employees. Lieutenant Colonel Turner’s enduring contributions and exemplary service reflect great credit upon him, the Infantry Center, and the United States Army.
