(Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Colonel (Air Corps) Howard McMath Turner (ASN: 0-15721), United States Army Air Forces, for gallantry in action against the enemy while serving as Command Pilot of a Bomber Aircraft and as Commanding Officer of the 1st Bombardment Division, EIGHTH Air Force, in aerial operations in the European Theater of Operations, in 1943 and 1944. The gallant actions and dedicated devotion to duty demonstrated by Colonel Turner, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army Air Forces.

Colonel Turner directed this highly important mission from his position as Co-Pilot of the leading aircraft of the formation. Maintaining a tight defensive formation until the target was reached, Colonel Turner led the formation over the assigned target and wrought vast devastation on important enemy installations. The outstanding success achieved is attributable to the courage, skill and brilliant leadership of Colonel Turner. His actions on this occasion reflect the highest credit upon himself and the Armed Forces of the United States.
