The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to First Lieutenant (Armor) William R. Todd (ASN: 0-61712), United States Army, for gallantry in action as a member of Tank Company, 38th Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 19 May 1951, in the vicinity of Kumul-gol, Korea. On that date Company H was on patrol with the mission of securing vehicles and equipment which the enemy had taken during the previous night. Facing a numerically superior enemy force, Company H called tor tank support. Lieutenant Todd, a tank platoon leader, volunteered to lead his tanks in the attack. Upon reaching the area under enemy fire, he exposed himself to enemy observation and fire to direct the tanks into firing positions. Although the enemy immediately laid down a heavy concentration on the tanks, the action served to draw the hostile fire from the patrol and permitted it to remove the vehicles and equipment. Through this entire action, Lieutenant Todd remained in his exposed turret until the patrol had accomplished its mission. The gallantry in action displayed by Lieutenant Todd reflects great credit upon himself and upholds the highest traditions of the Military Service of the United States.
