    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Specialist Fourth Class Charles J. Severino (ASN: US-51982404), United States Army, for heroism involving voluntary risk of life not involving conflict with an armed enemy, on 22 March 1969, while serving with Troop B, 1st Battalion, 17th Cavalry Regiment, 3d Brigade, 82d Airborne Division, in the Republic of Vietnam. On this date, while driving his jeep, Specialist Severino observed a Vietnamese woman standing on a truck preparing to lift several electrical wires so that the truck could pass by. When she took the wires in her hands, she was knocked down by the electrical current. Disregarding his own safety, Specialist Severino climbed on top of the truck and attempted to push the woman’s arms away from the wires. When this failed, he grabbed her arms and pulled them from the wires. Though the electrical current running through her body threw him to the ground, he climbed back on the truck and administered first aid. His heroic actions saved the woman’s life. Specialist Fourth Class Severino’s courage and concern for the welfare of his fellow man were in keeping with the highest traditions of the military service and reflect great credit upon himself, his unit, and the United States Army.
