    The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Soldier’s Medal to Sergeant Norman C. Scott, United States Army, for heroism involving voluntary risk of life not involving conflict with an armed enemy, on Hurricane Creek in Tennessee, on 29 November 1943. When a half-track engaged in the Second Army Maneuvers during a blackout, turned upside-down in two to four feet of freezing waters, Sergeant Scott, on his hands and knees and at the risk of his life, entered the overturned half-track and rescued an officer and two enlisted men who were unable to extricate themselves. The heroism displayed by Sergeant Scott on this occasion reflects great credit upon himself and the military service.
