The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Second Bronze Oak Leaf Cluster in lieu of a Third Award of the Legion of Merit to Colonel (Corps of Engineers) Norman Robert Rosen (ASN: 0-50600), United States Army, for exceptionally meritorious service in the Office of the Chief of Research and Development from 1 September 1970 to 30 September 1972. During this period he served as Assistant Director and later Deputy Director of Army Research. Colonel Rosen was responsible for Department of the Army staff supervision of research and exploratory development programs in the physical, engineering, environmental, behavioral and life sciences. His diligence, exceptional technical competence, managerial abilities and intense personal interest have resulted in markedly increased efficiency, and responsiveness of the Army research and exploratory development program. His outstanding performance leading to the achievement of research and development goals in indicative of his keen awareness of the scientific and technological problems concerned with providing the soldier improved leadership, training, weapons and life support. Colonel Rosen’s outstanding performance of duty and professional ability reflect great credit upon himself and the United States Army.
