The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Legion of Merit to Colonel (Corps of Engineers) Norman Robert Rosen (ASN: 0-50600), United States Army, for exceptionally meritorious conduct in the performance of outstanding service during the period July 1969 to July 1970, while serving as Chief of Engineering Division, Headquarters, United States Army Engineer Construction Agency, Vietnam, and Chief of the Lines of Communication Division, Construction Directorate, Headquarters, United States Military Command, Vietnam. As Chief, Engineering Division, Colonel Rosen continuously strived to improve the method of reporting construction progress and enabled the Command to obtain more accurate and timely data. He improved procedures for assigning construction directives insuring complete and usable facilities and also improved procedures for achieving quality control of construction. By superb management, Colonel Rosen developed a program that allowed more efficient and economical usage of contractor equipment specialists. He also directed the completion of critical engineering studies of the construction requirements of the United States Army, Vietnam. While serving as Chief of the Lines of Communications Division, Colonel Rosen had primary responsibility for the development of a dynamic highway construction program to support the vast military mission in Vietnam. This program required upgrading of over 4,000 kilometers of primary highways and bridges and 7,000 kilometers of secondary roads and bridges. In essence, Colonel Rosen was responsible for the upgrading of more than 70 percent of the road development for Vietnam. In conjunction with this important assignment, he served as principal advisor to the Minister of Public Works, Government of Vietnam, and to the Director General of Highways. His outstanding performance gave new direction and impetus to the Lines of Communication Program and a sure expectation of its completion on time. Colonel Rosen’s professional competence and outstanding achievements were in keeping with the highest traditions of the United States Army and reflect great credit upon himself and the military service.

The President of the United States of America, authorized by Act of Congress, 20 July 1942, takes pleasure in presenting the Legion of Merit to Colonel (Corps of Engineers) Norman Robert Rosen (ASN: 0-50600), United States Army, for exceptionally meritorious conduct in the performance of outstanding service to Allied Command Europe while serving as Chief, Land and Missiles Installations Section, Infrastructure Branch, Logistics Division, Supreme Headquarters Allied Powers Europe, during the period July 1967 to July 1969. In this position, Colonel Rosen was responsible for the staff supervision of the implementation of the infrastructure required to support SACEUR’s Missile, special ammunition storage, war headquarters and land training installation programs. His mature judgment guided the Hawk and Nike missile systems, special ammunition storage depots, war headquarters and land training installations programming and construction in nine nations during the difficult period when important aspects of the programs were disrupted by the French withdrawal. Another monumental accomplishment of Colonel Rosen was to obtain the construction of 1,600 sets of family quarters without having funds or real authority available to him. He patiently and tenaciously carried out negotiations with the Belgian government which resulted in the initiation of a program of construction of the required housing as well as the Shape International Hospital. By his exemplary performance of duty, Colonel Rosen has reflected great credit upon himself and the United States Army.
