The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Master Sergeant Victor L. Rollins (ASN: RA-17159844), United States Army, for gallantry in action as a member of Company B, 38th Infantry Regiment, 2d Infantry Division, in action against the enemy on 11 October 1951 in the vicinity of Knognee, Korea. On this date while leading his men in the attack against a heavily defended and strategic enemy-held ridge, Sergeant Rollins displayed dauntless courage and cool behavior before the enemy. Shortly after leaving their positions the enemy opened fire on them with small arms, automatic weapons and machine guns. The intensity of the fire forced his men to withdraw. Although his platoon suffered heavy casualties, Sergeant Rollins managed to direct his men in forming a tight perimeter of defense. The enemy launched several concentrated attacks on the friendly line but each time was repulsed suffering great losses. Sergeant Rollins then reorganized his men and led them in a counterattack, personally destroying an enemy machine gun position and inflicting numerous casualties upon the enemy. His actions were an inspiration to the entire unit and aided immeasurably in the success of the mission. The gallantry in action demonstrated by Sergeant Rollins on this occasion reflects great credit upon himself and the military service.
