The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Brigadier General Eugene Ware Ridings (ASN: 0-15230), United States Army, for gallantry in action while serving as Assistant Commanding General of the 23d Infantry Division (Americal), in action against the enemy at Cebu, Philippine Islands, from 26 March 1945 to 18 April 1945. In the assault on enemy positions behind the city, Brigadier General Ridings went constantly forward under machine gun and mortar fire supervising operations from exposed observation posts. Despite small arms fire, Brigadier General Ridings remained there throughout the action. This outstanding display of leadership contributed in large measure to the success of our ground troops. The gallant actions and dedicated devotion to duty demonstrated by Brigadier General Ridings, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
