The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry) Ralph D. Richey (ASN: 0-1320480), United States Army, for gallantry in action as a member of Company I, 23d Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 19 July 1952 in the vicinity of Chorwon, North Korea. On that date, Captain Richey was in command of a rifle company whose mission was to attack and secure a vital position on Hill 266, known as “Old Baldy”. At approximately 1545 hours, the friendly unit moved forward into the attack. Upon advancing but a few yards, the friendly forces were suddenly subjected to intense enemy artillery and mortar fire, compelling them to withdraw to secondary positions. During this movement they became temporarily disorganized from the heavy enemy bombardment. Captain Richey, with complete disregard for personal safety, moved out into the heavily shelled area, completely exposing himself to enemy observation and fire, shouting words of encouragement and reorganizing the troops for the withdrawal. After successfully reaching their secondary position, he continued to expose himself to the enemy’s direct line of fire as he personally aided his wounded comrades and checked with his men on the situation at hand. The heroic actions displayed by Captain Richey saved many lives and his outstanding leadership enabled the friendly unit to set up defensive positions with a minimum of casualties. Captain Richey’s outstanding gallantry and consummate devotion to duty reflect great credit upon himself and are in keeping with the highest traditions of the military service.
