The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Silver Star to Captain (Infantry) James C. Raney, United States Army, for gallantry in action as a member of Headquarters Company, 1st Battalion, 23d Infantry Regiment, [then Company C, 23d Infantry Regiment], 2d Infantry Division, in action against an armed enemy from 13 to 15 February 1951 near Chipyong-ni, Korea. During that period he was commanding an infantry company which was assigned the mission of holding the village of Chipyong-ni at all costs. When the enemy attacked, Captain Raney requested that the battalion net be opened with all supporting arms, and in a matter of minutes pre-arranged concentrations of mortar and artillery fire were falling on the enemy, which inflicted heavy casualties upon them, and repulsed the attack. At approximately 0100 hours on 14 February 1951, the enemy again attacked in a determined effort to take the surrounding high ground. Proceeding this attack the enemy threw a murderous concentration of mortar and artillery fire, knocking out the sound power phones. With complete disregard for his personal safety, Captain Raney personally took his command post phone and moved to the top of the hill, and from there directed his platoons. During the action one of his platoons nearly exhausted its ammunition supply, and he personally directed the re-supplying of the ammunition. Because of his courage and inspiring leadership only two casualties were sustained by his company, while heavy casualties were inflicted upon the enemy. The gallant conduct of Captain Raney on this occasion reflected great credit upon himself and upheld the highest traditions of the Military Service of the United States.
