The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting a Bronze Oak Leaf Cluster in lieu of a Second Award of the Distinguished Flying Cross with Combat “V” to First Lieutenant Carl David Blevins, Jr., United States Air Force, for heroism while participating in aerial flight as an A-1 Tactical Fighter Pilot in Southeast Asia on 31 December 1971. On that date, Lieutenant Blevins flew as wingman in a flight which flew in support of a search and rescue operation attempting to recover eight American crew members downed deep in hostile territory. Despite the complications of low cloud cover and intense hostile ground fire, Lieutenant Blevins delivered his ordnance with pinpoint accuracy in close proximity to the survivors to protect them from advancing hostile forces while assisting in the execution of a plan which resulted in the successful rescue. The outstanding heroism and selfless devotion to duty displayed by Lieutenant Blevins reflect great credit upon himself and the United States Air Force.
