The President of the United States of America, authorized by Act of Congress, July 2, 1926, takes pleasure in presenting the Distinguished Flying Cross with Combat “V” to Captain Harlow Kenneth Halbower (AFSN: 0-55486), United States Air Force, for heroism while participating in aerial flight as a Forward Air Controller of the 19th Tactical Air Support Squadron, Bien Hoa Air Base, South Vietnam, in action over the Republic of Vietnam on 20 July 1920. On that date, Captain Halbower’s actions, in the face of intense hostile weapons fire and sub-marginal weather, were vital in repulsing the Viet Cong attack. The outstanding heroism and selfless devotion to duty displayed by Captain Halbower reflect great credit upon himself and upheld the highest traditions of the United States Air Force.
