The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Corporal Richard Powell (ASN: RA-13308552), United States Army, for gallantry in action as a member of Company K, 38th Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 28 May 1951, in the vicinity of Hadap, Korea. His company had run into a heavily fortified enemy roadblock and a re-supply of ammunition was imperative. Upon hearing a call for a volunteer driver, Corporal Powell, well knowing the danger involved, immediately volunteered for the mission. Fearlessly and unhesitantly driving his jeep through intense enemy small arms, automatic weapons and mortar fire, he brought up the ammunition that enabled his company to continue the attack and break up the hostile roadblock. During this mission, the jeep was struck nine times by enemy bullets and one tire was shredded by the enemy fire. The gallantry and inspiring devotion to duty displayed by Corporal Powell reflect great credit upon himself and uphold the highest traditions of the Military Service of the United States.
