    (Citation Needed) – SYNOPSIS: The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Private First Class Francis D. Phillips (ASN: RA-13311887), United States Army, for conspicuous gallantry and intrepidity in action against the enemy in August 1950, while serving with the 8th Field Artillery Battalion, 25th Infantry Division, in action against the enemy in Korea on or about 2 August 1950. Private Phillips was serving as radio operator of a forward observer party with the 27th Infantry Regiment. When the enemy launched an attack, Private Phillips, although seriously wounded and exposed to enemy artillery, small arms and mortar fire, remained at his post and transmitted firing data to the artillery. His courage materially aided in repulsing the enemy attack. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
