The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Corporal Charles A. Phillips (ASN: RA-16294379), United States Army, for gallantry in action as a member of Heavy Mortar Company, 9th Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 5 September 1950 in the vicinity of Yongsan, Korea. The enemy, attacking in reinforced company strength, had overrun a part of Corporal Phillips’ company’s positions and was endangering the security of the Division’s main supply route. Corporal Phillips joined a group of volunteers in an attack to drive the enemy from his commanding ground. As the group, advancing slowly under intense enemy small arms fire, neared the top of the main ridge Corporal Phillips, with complete indifference for his personal safety, dashed suddenly to his right flank in an effort to silence an enemy machine gun firing from a protected position. This action brought him under the enemy’s fire and the remainder of the group was able to close with the enemy and drive him from the ridge with 40 dead enemy being left on the field. Corporal Phillips continued his advance upon the enemy until he fell mortally wounded. His intrepid action in deliberately drawing the enemy fire upon himself prevented serious casualties to his comrades and allowed them to regain their position. The gallantry and unselfish devotion to duty displayed by Corporal Phillips on this occasion reflect great credit upon himself and the Armed Forces of the United States.
