Frank McGee graduated from the U.S. Military Academy at West Point, Class of 1915. He was retired in 1922 due to his war wounds. After the war he became a world traveler. He was travelling with three comrades from the Philippine Islands to the United States in a small boat when it was sunk. He swam to Davao, and liked it there, so he remained. When World War II began, he re-entered active duty service in Command of a battalion of Filipino troops. He fought in defense of Davao until the Philippine Islands were surrendered in May 1942, and then escaped to the jungle where he organized and led the 106th Guerrilla Division. He died in 1945 while serving in the Philippines as a U.S. Army Lieutenant Colonel.

McGee, United States Army, for gallantry in action while serving with the 106th Philippine Division (Mindanao Guerrillas), operating with the 24th Infantry Division, in action against the enemy in the Philippine Islands, in 1945. The gallant actions and dedicated devotion to duty demonstrated by Lieutenant Colonel McGee, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Army.
