The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Captain (Infantry) William N. Payne, United States Army, for gallantry in action as a member of Company H, 23d Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 3 September 1950 in the vicinity of Changnyong, Korea. At about 2000 hours on that date, the enemy commenced to deliver a very heavy concentration of artillery and mortar fire on the Battalion Command Post. This intense barrage continued until dawn. The shelling was so heavy and accurate that a near panic spread through the unit. Observing this, Captain Payne left his position of cover and, with complete indifference to his personal safety, moved tirelessly throughout the night among the men, speaking encouraging words and setting an example of bravery. During this critical period he continuously exposed himself to the enemy fire which swept the entire command post area. His gallant leadership under extremely heavy enemy fire was inspiring to all who witnessed his actions and reflects great credit upon himself and the Armed Forces of the United States.
