The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Private First Class Joe M. Panaro (ASN: RA-13337196), United States Army, for gallantry in action as a member of Company K, 38th Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 17 May 1951, in the vicinity of Kiwajimal, Korea. When his company was forced to withdraw from its positions under furious enemy attacks, Private Panaro, with complete disregard for his own safety, held his position, beating off the attacking enemy with grenades and small arms fire, until his ammunition was expended and he was forced to withdraw. After securing a new supply of ammunition, he joined in the counterattack to retake the position, charging furiously into the enemy positions with fixed bayonet. His dauntless courage and bravery materially aided his company in restoring the defensive lines. The gallantry in action displayed by Private Panaro on this occasion reflects great credit upon himself and upholds the highest traditions of the Military Service of the United States.
