The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pleasure in presenting the Silver Star to Lieutenant Colonel (Infantry), [then Major] Elmer G. Owens (ASN: 0-39181), United States Army, for gallantry in action while serving as Commanding Officer of the 3rd Battalion, 5th Infantry Regiment, 24th Infantry Division, in action against the enemy near Yangpong, Korea, on 6 – 7 March 1951. Hs battalion was assigned the mission of securing a ridge line northwest of the town as a line of departure for an attack by the 19th Infantry Regiment the following day. The plan called for battalion patrols to remain on the ridge line during the day and to be reinforced by the remainder of the battalion after dark. Shortly after dusk an estimated enemy battalion attacked the positions held by the Third Battalion patrols. Realizing that the next day’s plan of attack hinged on friendly possession of the ridge he immediately ordered his companies to attack and proceeded to direct the fire of his supporting weapons to cover the patrols already on the ridge. In the face of the enemy onslaught approximately thirty members of the patrols gave up their position and commenced moving to the rear. In spite of darkness and confusion he succeeded in rounding up these men, rearming those who had lost their weapons and placing them back n the fight. By his coolness under intense small arms and mortar fire, forceful attitude, and superior leadership in the face of a well timed, unexpected strong enemy attack he so inspired his men that they succeeded in regaining the vital ridgeline. Realizing the danger to the units in his read he acquainted them with the situation and prepared them for action in the event of a breakthrough. Although the enemy attacks continued unabated throughout the night his command, under his courageous, skillful, and determined leadership, continued to hold the ridgeline. Lieutenant Colonel Owens’ courageous actions, tactical ability and exemplary combat leadership are in keeping with the highest traditions of the military service and reflect great credit upon himself and the United States Army Infantry.
