Charles Mullins graduated from the U.S. Military Academy at West Point, Class of April 1917. Upon graduation from the Command and General Staff School in 1939, President Roosevelt assigned him to Nicaragua, at the request of President Anastasio Somoza, to establish a military academy patterned after West Point. During his nearly three years in that country, he successfully developed the military academy into a first class institution, acting as its first director. For this outstanding achievement President Somoza appointed him a brigadier general in the Nicaraguan Army and he was awarded that countryÕs high medal of achievement, the Mcdalla Militar de la Primera Class. His close friendship with the Somoza family endured throughout his life. He retired with disability in 1953 as a U.S. Army Major General.
