The President of the United States of America, authorized by Act of Congress July 9, 1918 (amended by an act of July 25, 1963), takes pleasure in presenting the Silver Star to First Lieutenant (Infantry) Conan L. Miller, United States Army, for gallantry in action during the period 1 – 3 May 1971, while serving as Senior Advisor on Mobile Advisory Team I-53, Dai Loc District, Quang Nam Province, Republic of Vietnam. On the morning of 1 May 1971, he was advising a Regional Forces company which was engaged in a reconnaissance operation, and which came under extremely heavy fire from a well entrenched NVA unit. Ignoring the danger, Lieutenant Miller exposed himself to direct the fire of his unit. When armed helicopters arrived, he selected the highest terrain in the area and standing totally exposed was able to direct devastating fire on the enemy positions. At 0300 hours, 2 May 1971, a numerically superior force of seasoned NVA veterans launched a devastating attack against the District Headquarters. The ground assault was preceded by a murderous fire barrage. Once again Lieutenant Miller exposed himself to direct the fire of friendly elements around the perimeter. On the morning of 3 May at 0030 hours, the enemy again launched a barrage of rocket and mortar fire. Fearing another ground assault, he moved about the perimeter to lend encouragement and to direct gunships. First Lieutenant Miller’s conspicuous gallantry in action was in keeping with the highest traditions of the United States Army and reflects great credit upon himself and the military service.
