Donald McGowan was a non-graduating member of the U.S. Military Academy at West Point, Class of 1922. From 1955 to 1959 he served as Director of the Army National Guard and from 1959 to 1963 he served as the Chief of the National Guard Bureau. He retired as a U.S. Army Major General.
