Headquarters, 2d Infantry Division, General Orders No. 80 (April 12, 1951)

The President of the United States of America, authorized by Act of Congress July 9, 1918, takes pride in presenting the Silver Star (Posthumously) to Corporal Eugene H. McGovern (ASN: RA-11167348), United States Army, for gallantry in action as a member of Company G, 23d Infantry Regiment, 2d Infantry Division, in action against an armed enemy on 15 February 1951 in the vicinity of Chipyong-ni, Korea. His company, under heavy enemy pressure, was forced to withdraw a distance of 400 yards. Corporal McGovern, a machine gunner, voluntarily and with utter disregard for his personal safety, remained in position to cover the withdrawal with machine gun fire. His fire was so constant and effective that the company was able to effect an orderly withdrawal. When the unit later regained the lost ground, Corporal McGovern was found dead in his foxhole. The gallantry and selfless devotion to his comrades displayed by Corporal McGovern reflect great credit upon himself and the military service.
